Make a festooned Victorian collar

Looking through Stefany Tomalin's The Bead Jewelry Book (Contemporary Books, 1998), I spotted an antique Victorian beaded collar. I was charmed by its lacy design and studied the picture to see how it was constructed. After some experimenting, the necklace took shape as if transported from the past. Its graceful tiers cut quite a figure in this new millenium, draping elegantly over a T-shirt or a corseted ballgown.
